      2014年9月,由环球时报公益基金会与卡特中心共同主办的首届中美青年学者论坛在中国西安成功举办。美国前总统吉米•卡特出席论坛开幕式并致辞。来自中美两国的20余位青年学者针对“如何在当今动荡中构建未来的中美关系”这一主题发出了属于青年一代的声音。主办方同时邀请中美两国知名学者与青年学者对话,并针对其学术成果进行点评。

      2014年,中美元首瀛台会晤为构建中美新型大国关系勾画了蓝图。新的一年中,中美将在诸多国际事务中继续展开竞争与合作。中美关系的发展将继续面临诸多的机遇与挑战。2015年,第二届中美青年学者论坛将继续举办,主办方诚邀中美两国研究中美关系的青年学者就“中美新型大国关系影响下的未来国际格局”这一主题带来其最新研究成果。主办方对会议提交论坛之题目没有固定要求,本届论坛将重点关注如下议题:       

      • 中美在重大国际事务上的合作(中东问题、乌克兰问题、朝鲜问题、气候问题、埃博拉、伊斯兰国)。

      • 中美新型大国关系框架下的军事交流与合作。       

      • 世界反法西斯战争胜利70周年背景下,中美关系的历史性变迁对外来前景的影响与思考。       

      • 中美博弈对于世界经济的影响,未来属于亚太自贸区还是TPP。       

      • 关注中国软实力的增长,以制衡美国的文化输出。       

      • 中美在诸如缅甸、南苏丹和其他转型或不稳定国家维护和平和改善治理方面的合作。     

      本届论坛将邀请中美两国青年学者(年龄在40周岁(含)以下)参与,尤其鼓励在读博士、博士后、副教授、智库分析人员积极参与,并于2015年5月29日之前提交中、英文不多于600字的提纲。正式撰写论文的邀请通知将于2015年6月15日发出, 提交论文的截止日期是2015年8月14日。本次论坛接受中英文的提纲和论文,但论坛的工作语言为英文。我们会邀请知名学者对报告论文进行指导和评论。

      Voice of the Young Generation: How Sino-American Relations Will

      Shape the International Order of the Future

      The Second Annual Forum for Young Chinese and American Scholars

      Atlanta, Georgia October, 2015

      The Carter Center, Atlanta Georgia, and the Global Times Foundation Announce the Second Annual Forum for Young Chinese and American Scholars, and invite proposals for conference papers.

      The Forum, which will convene at The Carter Center in Atlanta, Georgia, in October 2015, offers younger scholars and researchers an opportunity to present papers and develop professional relationships with colleagues in both the U.S. and China.

      Participants must be under the age of 40.  Eligible participants include university academics of any rank; Ph.D. candidates; members of think tanks and policy research organizations; and younger specialists associated with nongovernmental organizations in fields relevant to U.S.-China relations.

      The theme of the Second Annual Forum for Younger Chinese and American Scholars is, “How Sino-American Relations Will Shape the International Order of the Future.”

      Participant Information:

      ● Proposals for participation in the Forum are due by May 29, 2015, in Chinese or English. Abstracts of proposed papers should not exceed 600 words or 600 Chinese characters. Proposals will be accepted or declined by June 15, 2015. 

      ● Authors of successful proposals must submit completed conference papers by August 14, 2015.

      ● Submitted papers may be written in either Chinese or English, but the Forum will be conducted in English. 

      ● Established Chinese and American scholars will provide comments on papers presented at the Forum.

      ● Proposals should be submitted, together with a brief professional biography of the proposer, to The Carter Center China Program at the e-mail address zhongmeiluntan@163.com by midnight Eastern Standard Time, May 29, 2015.

      ● Questions and inquiries may be sent to the same e-mail address. 

      Background

      The October 2015 Forum for Young Chinese and American Scholars, building on the success of the Inaugural Forum for Young Chinese and American Scholars held in Xi’an in September, 2014.  The annual Forum seeks to promote vital Sino-American engagement on opportunities and challenges that call for sustained U.S.-China consultation and cooperation.  All topics related to the Forum are welcome but preference may be given to the following areas of research:

      1. U.S. and China cooperation on important global issues, including but not limited to conflicts in the Middle East, the Ukraine crisis, peace and stability in North Korea, global climate change, Ebola and other public health challenges, and the global campaign against ISIS

      2. Military to military exchange in the context of the U.S. Pivot and growing tension between China and other countries in the South and East China Seas

      3. Impact of historical evolution of U.S.-China relations on the future of the bilateral relations

      4. Influence of U.S.-China competition on the rise and fall of the global economy

      5. Regional institution building and rivalry: Asian-Pacific Free Trade Zone vs Trans-Pacific Partnership6. China’s One Belt & One Road challenge and the American response

      7. Creation of Chinese-American synergy in the area of soft power

      8. U.S.-China cooperation on maintaining peace and improving governance for transitioning and unstable states (examples include Myanmar and the Sudans).

      ● March 23, 2015 - Call for Papers begins

      ● May 29, 2015 - Deadline for proposal submission 

      ● June 15, 2015 - Finalists will receive an invitation to prepare their papers for final submission

      ● August 14, 2015 - Deadline for submission of final papers
